On Monday morning, January 28, an Oregon State Police trooper observed a 2005 Chrysler Sebring traveling eastbound near Pleasant Hill which he recognized as being driven by a male who was associated with a stolen vehicle.
The trooper attempted to stop the vehicle but it sped away, hitting speeds of over 111 mph on Highway 58. Due to safety concerns, the trooper discontinued his efforts to stop the Chrysler. The vehicle was located crashed a short time later at the intersection of Wheeler Road and Pheasant Road in Pleasant Hill. The driver, later identified as Joel C Barbour, age 44, from Lowell, had fled on foot prior to them locating the crashed vehicle.
Troopers and units from the Springfield Police and Lane County Sheriff’s Officer responded to assist with the search of Barbour. A Springfield Police K9 was able to track Barbour through fields, briar patches and over a creek. The track led to a small travel trailer at 84674 Hill Top in Pleasant Hill.
Barbour still refused to comply and exit the trailer. After several minutes of no compliance from Barbour, law enforcement introduced a chemical agent into the trailer. Barbour exited and was arrested without further incident.
Barbour was taken to the Lane County Jail where he was lodged for Reckless Driving, Unauthorized Use of A Vehicle from a previous incident, Felony Eluding in a Vehicle, Misdemeanor Eluding on Foot, Criminal Trespass II, and Interfering with a Police Officer.
