On Thursday afternoon at approximately 2:00 pm, officers with Grants Pass Department of Public Safety responded to a report of a male suspect fighting a woman on the 300 block of Marion Ln.
Witnesses say they saw the male and female leaving in a silver Toyota truck. The woman was reported to have had blood on her and may have sustained injuries.
An officer spotted the truck in the Fruitdale area and attempted to perform a traffic stop. The driver identified as 34-year-old Caleb Pratt who refused to stop and a pursuit began.
The Grants Pass Department of Public Safety say Pratt began speeding at Grandview on Cloverlawn Dr. then eastbound on Fruitdale Dr. toward Rogue River Hwy. The pursuit was ended shortly after officers saw school buses in the area.
Josephine County Sheriff’s Office deputies searched the side streets along Rogue River Hwy toward Rogue River.
Josephine County Sheriff’s Office received a report from a resident who saw the silver truck driving erratically on Greens Creek Rd and was able to point the driveway the truck was last seen.
When the deputy arrived at the location he reported hearing a gunshot.
Additional units responded from the Grants Pass Department of Public Safety, Josephine County Sheriff’s Office, and Oregon State Police responded to the scene.
The truck was located and seized.
A search of the area was conducted, but it is believed the two ran away toward the wooded areas of Greens Creek Rd.
On Friday, March 16th, Caleb Pratt and Ciera Lokken were located at around 11:00 am Friday morning when authorities were dispatched to a reported domestic disturbance between a male and female. The address was known to be a location where Caleb had resided in the past.
When Deputies arrived, they observed Caleb Pratt outside the residence and when challenged by Deputies, Pratt fled into the residence and refused to vacate.
Due to Pratt’s criminal record, the knowledge of weapons in the residence, and Thursdays criminal episode, the Josephine County Sheriff’s Office requested assistance from Grant’s Pass Department of Public Safety’s SWAT team. SWAT, along with the Critical Incident Negotiations Team responded and established a perimeter around the residence.
Negotiations began with Ciara Lokken who is believed to be the female involved in the incident on Thursday.
Initially, the incident was tense and uncertain and appeared to be evolving into a true hostage style standoff. Due to this concern, additional SWAT resources from the Medford Police Department were activated. As time progressed, Lokken refused to come out of the residence and prevented Pratt from doing so as well.
Negotiations continued until eventually both Lokken and Pratt came out of the residence and were taken into custody.
Once in custody, both Pratt and Lokken were interviewed in regards to Thursday’s incident. During the response to Thursday’s events, it was unknown if the female that was reportedly injured was a victim or willingly remaining with Pratt.
Resulting from the continued investigation, it was determined Lokken was more involved in the physical disturbance on Thursday than had initially been thought.
Both Pratt and Lokken were lodged at the Josephine County Jail.
