Brookings Man Arrested on Kidnapping and Drug Charges

The Brookings Police Department executed a search warrant on Thursday, March 1st, at the residence of 67 yr. old Phillip Frost. The search warrant was based a juvenile victim’s statement, which was corroborated by other facts.

Upon executing the search warrant, additional evidence was located inside Mr. Frost’s residence which further corroborated the victim’s statement, and indicated Frost had unlawfully delivered marijuana to a juvenile, held a juvenile against their will, and sexually abused the juvenile victim. Due to the fact the victim is a juvenile, their identity is not being released at this time.

Phillip was lodged in the Curry County Jail for the following crimes, Unlawful Delivery of Marijuana to a Juvenile, Kidnapping, Unlawful Sexual Penetration, Sexual Abuse in the 1st Degree, and Sexual Abuse in the 2nd Degree.

Mr. Frost recently moved to the Brookings area and was formerly a resident of Humboldt County, California.

According to our juvenile victim, after they escaped Mr. Frost’s residence, they made contact with a middle-aged female adult who drives a red vehicle and lives in the Brookings area. The good Samaritan gave the juvenile victim and her dog a ride to California sometime during the first part of February.
